The Constitution of the Kingdom of Kraftsborg

I, Lord Protector Jetsky of Kraftsborg, swear fealty to the well being of my citizens and resolve to form a Government that will guarantee the protection of their rights, liberty, peace and justice.

We, the people of Kraftsborg, swear fealty to the well being of our citizens and our state, and resolve to form a Government that will guarantee the protection of their rights, liberty, peace and justice.


Article I - The Lord Protector

S100: The Lord Protector is the ultimate ruler of Kraftsborg, meaning the position has the power to change or create anything that happens inside of Kraftsborg.

(a) The role of the Lord Protector exists purely to prevent instability, ensure the integrity of the state remains strong and make sure the constitution is never compromised.

S101: The Lord Protector has the right to decide the final outcome of any case inside either the Common Court or the Civil Court if they deem it necessary.

S102: The Lord Protector has the right to appoint members of the Lord’s Assembly however they may please.

S103: The Lord Protector has the right to amend the constitution at any point in time.

S104: The Lord Protector has the right to suspend the Folketing if there are not enough citizens within Kraftsborg to make the system work as intended.

(a) Once there are enough citizens, the Lord Protector is compelled to unsuspend the Folketing immediately.

(b) If any active primary citizen asks the Lord Protector to hold a vote to unsuspend the Folketing, they must hold that vote at their earliest convenience. If the vote does not pass, the state must wait one week before holding another.

S105: The Lord Protector has the right to approve or veto any legislation brought to them.

S106: The Lord Protector has the right to appoint the Minister of Defense.

(a) The Minister of Defense can be both a member of the Cabinet of Ministers, filling a separate minister role on top of the Minister Of Defense, and an independent Minister.


Article II - National Institutions

The National Institutions are the bodies that make up the societal structure of Kraftsborg, they are not exclusively political but help in the running and stability of the nation.


Article II.a - Executive

S200: The Executive refers to the Prime Minister and the elected party; they hold their seats in the Executive section of the State Assembly.

(a) The Prime Minister must be a primary citizen before running for office.

S201: Upon their election, the Prime Minister must appoint party members to their cabinet, these positions are as follows:

(a) Minister of State; this Minister will help the Prime Minister on affairs within the state, providing counsel and making sure other Ministers are fulfilling their responsibilities. This Minister will act as a Deputy Prime Minister and is expected to carry out delegated tasks from the Prime Minister to their fruition.

(b) Minister of Economy; this Minister will oversee construction of shops, ensure shop owners are restocking their shops and exchanges, oversee the treasury alongside the Lord Protector and the Prime Minister as well as creating new jobs for citizens and assigning them accordingly.

(c) Minister of Infrastructure; this Minister will oversee proposed building projects, ensuring they adhere to building regulations. They also maintain the railways, roads and public buildings.

(d) Minister of Culture; This Minister will oversee cultural building projects, create friendly state advertisement and help come up with and organise events. They will also protect Kraftian cultural heritage and oversee areas related to the art, museums, broadcasting and libraries. This Minister will also focus on aiding the People’s Assembly with recruitment.

S202: The Prime Minister can be the only leader of the elected party.

(a) The Prime Minister is the head of the elected party, and cannot appoint someone else to be the Prime Minister after the election, or just before the campaigning period begins. A new party leader can only be appointed after an election if the party did not get elected. The Prime Minister is entitled to the second Imperial Senator position if available to Kraftsborg.

(b) If the Prime Minister steps down during their term, a vote for a new Prime Minister will take place within the cabinet only. The vote will be overseen by the Lord Protector and the winner will be Prime Minister; if the vote ends in a tie a new vote featuring the tied candidates will be opened up to the primary citizens. If the second vote also ends in a tie, the Lord Protector will appoint one of the candidates themselves. This final decision is not appealable and the new Prime Minister will serve the remainder of the previous Prime Minister’s term.

S203: The Executive has the right to create, debate and vote on legislation inside the State Assembly.

S204: The Executive has the right to request the Lord Protector to declare a state of emergency in times of crisis. During the state of emergency, the Executive has the right to immediately pass legislation straight to the Lord Protector to approve or veto, allowing them to bypass the voting stage. Furthermore, the Executive has the right to request the Lord Protector to declare martial law. This state of emergency can be ended at any time by the Lord Protector.

(a) If legislation passed during this stage is in direct violation of this constitution, and the IF constitution, the citizenry have the right to petition a federal judge to begin impeachment proceedings for the Prime Minister, and the Lord Protector.

S205: The Prime Minister is required to send progress updates to the Lord Protector on the seventh and twenty-first day of every month. Reports must include progress reports from every cabinet member, and goals for the next month. Reports are required to be written in a document.


Article II.b - People’s Assembly

S206: The People’s Assembly’s responsibilities are to house and equip Newfriends, and to teach them the server mechanics. They are also to make sure they have submitted citizen applications to Kraftsborg and the Imperial Federation, as well as ensure they have made Kraftsborg their primary residence. The People’s Assembly is also responsible for maintaining and repairing public factories.

(a) Members of the People’s Assembly may divide their responsibilities however they wish, and there is to be no more than five at any given time.

(b) The People’s Assembly is also to act as the voice of the people within the State Assembly by electing a sole representative to speak on their behalf, and deal with any concerns the citizenry might bring forward.

(c) The People’s Assembly is not a political body and should not be treated as such.

S207: The People’s Assembly must always have a Talsmand elected; the Talsmand will act as the aforementioned sole representative of the People’s Assembly in the State Assembly and be given a voting weight of three, and it is entitled to the third Imperial Senator position if available to Kraftsborg.

(a) The Talsmand must discuss proposed legislation with other members of the People’s Assembly before making a decision on which way to vote.

(b) The Talsmand may propose bills to the State Assembly, but only after the majority of the People’s Assembly agree on its proposition.

S208: Members of the People’s Assembly may step down if they wish; upon this decision a discussion will be opened to the citizens to decide on a replacement.


Article II.c - Unelected Parties

S209: The Unelected Parties refers to the Kraftian political parties that did not get elected in the last election.

(a) The second placed party gets representation and two votes in the State Assembly and the third placed party also gets representation but only one vote in the State Assembly. Any lower ranked parties do not get representation or votes in the State Assembly. Only the party leaders will be able to speak and vote.

(b) If there is no third place party due to lack of candidates the extra vote will be given to the second placed party, bringing up their votes from two to three.

(c) If there is no third and second placed party, all three votes will go to the Talsmand of the People’s Assembly, giving that position six votes total.

S210: Leaders of the Unelected Parties, also known as “UPR’s”, are permitted to create and propose bills directly to the State Assembly.

S211: Each unelected party inside the State Assembly is their own separate entity and may debate independently from any other entity in the State Assembly, and the leader of an unelected party may vote how they please.


Article II.d - Royal Armed Forces of Kraftsborg

S212: Leadership of the RAFK is delegated to the Minister Of Defense by the Lord Protector; the RAFK serves as the Kraftian Military.

S213: The Minister of Defense is separate from the executive, and the Lord Protector serves as their commanding officer.

(a) The Minister of Defense is appointed directly by the Lord Protector, and can serve as any available role, such as Lord or Prime Minister, alongside being the Minister of Defense.

(b) The Minister of Defense is in charge of creating and maintaining defensive infrastructure, and may work alongside the Minister of Infrastructure. As well as ensuring the Royal Army is equipped and properly trained.


Article II.e - Lords

S214: The role of the Lord is to run a Kraftian county on behalf of the Lord Protector. Ownership of said counties is not transferred, and remains the property of the Lord Protector. Lords are appointed by the Lord Protector, and can be removed by the Lord Protector at any time.

(a) Lords are to be viewed as an extension of the Lord Protector; however a Lord’s jurisdiction only extends as far as their county’s borders.

(b) Unlike the Lord Protector, Lords cannot disregard legislation and must follow laws passed in the State Assembly.

(c) Lords are not above the Prime Minister.

S215: Lords have the right to set up plots in their counties, and any citizen is free to claim it.

(a) Any reserved plots must be clearly labelled with a sign. Any reserved plots must be reserved for a good reason, such as “future town hall” or “future apartment complex”.

(b) Plots must follow the “Updated Overhaul to Infrastructure” regulations.

S216: Lords are entitled to the fourth Imperial Senator position if it is available to Kraftsborg.

(a) Selection of the Lord for this position will be decided by the Lord Protector and the Prime Minister.

(b) Selection will rotate every Senator registration period, which is just after the Imperial Chancellor elections. One Lord cannot be senator for two times in a row unless one hundred percent of other Lords are supportive of one having a second term.

S217: All Lords are entitled to be in the Lords Assembly.
S218: Lords are required to send updates on county progress to the Lord Protector on the seventh and twenty-first day of every month. Reports are to be written to the Lord Protector on a discord message.


Article III - The Assemblies

Article III.a - State Assembly

S300: The State Assembly cannot be dissolved by the Lord Protector, or by popular vote within the Folketing.

S301: The role of the State Assembly is to pass bills by popular vote; the elected party, the Talsmand and the UPR may all propose and vote on bills and create them.

(a) Once a bill has passed the State Assembly voting period, the Prime Minister will bring it before the Lords Assembly to approve or veto. If a bill does not pass the Lord Assembly, it will go back to the State Assembly to be rewritten or scrapped. If rewritten, the bill will have to be voted on again.

(b) Members of the State Assembly have the right to propose amendments to this constitution.

S302: There are two sections within the State Assembly, the first is the Executive section which holds the seats of the Prime Minister and his Cabinet. The second is the Opposition section, which holds the seats of the Talsmand and the unelected parties.

(a) The role of members seated in the opposition section is to scrutinize bills made by the executive, and peacefully provide new ideas and amendments to bills before they go to voting. The opposition are not required to oppose bills proposed by the executive and aren’t required to find problems but hold the right to when they feel it to be necessary; furthermore members of the opposition aren’t forced to vote the same way, and every member of the opposition holds the right to vote and debate independently.

(b) The opposition have the right to remove the current Prime Minister and his Government through democratic means. To remove a government the opposition may unanimously approach the Lord Protector who will open a vote to the primary citizens on whether to impeach the current government. If said vote passes (by majority in support), a new election will begin immediately and the previous government will not be allowed to run until the next IF election. The new elected government will serve until the next IF election, which coincides with the nation’s.


Article IV - Rights of the Citizens

S500: All citizens of Kraftsborg are guaranteed fundamental rights and liberties under the protection of the constitution.

S501: Citizens have the right to fair treatment, justice, and due process in all matters of law.

S502: Citizens have the right to participate in government, vote in elections, and hold public office if they meet the necessary qualifications.

S503: Citizens have the right to freedom of speech, religion, and peaceful assembly, provided such actions do not threaten the peace or stability of Kraftsborg.

S504: Citizens have the right to own property, engage in commerce, and enjoy the fruits of their labor.
