The Constitution of the Kingdom of Kraftsborg

I, Lord Protector of Kraftsborg, swear fealty to the well being of my citizens and resolve to form a Government that will guarantee the protection of their rights, liberty, peace and justice.

We, the people of Kraftsborg, swear fealty to the well being of our citizens and our state, and resolve to form a Government that will guarantee the protection of their rights, liberty, peace and justice.


Article I - The Lord Protector

S100: The Lord Protector is the ultimate ruler of Kraftsborg, meaning the position has the power to change or create anything that happens inside of Kraftsborg.

(a) The role of the Lord Protector exists purely to prevent instability, ensure the integrity of the state remains strong and make sure the constitution is never compromised.

S101: The Lord Protector has the right to decide the final outcome of any case inside either the Common Court or the Civil Court if they deem it necessary.

S102: The Lord Protector has the right to appoint Dukes at any time.

S103: The Lord Protector has the right to amend the constitution at any point in time, but the State Assembly and Prime Minister should be consulted on changes prior to publication.

S104: The Lord Protector has the right to suspend the State Assembly if there are not enough citizens within Kraftsborg to make the system work as intended.

(a) Once there are enough citizens, the Lord Protector is compelled to unsuspend the State Assembly immediately.

(b) If any active primary citizen asks the Lord Protector to hold a vote to unsuspend the State Assembly, they must hold that vote at their earliest convenience. If the vote does not pass, the state must wait one week before holding another.

(c) The Lord Protector may instate a Warden of Kraftsborg in the event that they are unable to complete the duties of Lord Protector during this time.

S105: The Lord Protector has the right to approve or veto any legislation brought to them.

S106: The Lord Protector has the right to appoint the Minister of Defense.

(a) The Minister of Defense may simultaneously hold a seat in the State Assembly if they are a Duke or an elected SA member, and may also hold a separate ministerial role within the Executive.

S107: The Lord Protector is entitled to the first Imperial Senator position available to Kraftsborg. The second position is allocated to the Prime Minister. Any remaining Senator positions shall be allocated at the Lord Protector's discretion, including to Dukes or other citizens as they see fit.

S108: If the Prime Minister resigns or is otherwise unable to complete their term, the Lord Protector shall assume the duties of Prime Minister on an interim basis, or appoint an intermediary successor to serve the remainder of the term. The intermediary successor must be an active primary citizen of Kraftsborg and a member of the Imperial Federation.


Article II - National Institutions

The National Institutions are the bodies that make up the societal structure of Kraftsborg. They are not exclusively political but help in the running and stability of the nation.


Article II.a - The Prime Minister and Executive

S200: The Prime Minister is the elected head of government of Kraftsborg, chosen by a direct vote of active primary citizens who are registered members of the Imperial Federation and citizens of Kraftsborg.

(a) The Prime Minister must be an active primary citizen of Kraftsborg and a registered citizen of the Imperial Federation before running for office.

(b) Dukes are not eligible to run for Prime Minister.

S201: Upon election, the Prime Minister may appoint an Executive of ministers to support the governance of Kraftsborg. Ministers do not receive a seat in the State Assembly by virtue of their ministerial appointment alone; however, a sitting State Assembly member may simultaneously serve as a minister.

The following ministerial roles are available for the Prime Minister to fill:

(a) Minister of Economy — oversees construction of shops, ensures shop owners are restocking their shops and exchanges, oversees the treasury alongside the Lord Protector and the Prime Minister, and creates and assigns jobs for citizens.

(b) Minister of Infrastructure — oversees proposed building projects and ensures they adhere to building regulations. They also maintain the railways, roads and public buildings.

(c) Minister of Culture — oversees cultural building projects, creates state advertisement and helps organise events. They protect Kraftian cultural heritage and oversee areas related to art, museums, broadcasting and libraries.

(d) Minister of Defense — appointed by the Lord Protector per S106. This minister oversees the Royal Armed Forces of Kraftsborg.

The Prime Minister may appoint any active primary citizen of Kraftsborg and the Imperial Federation to any of the above roles. The list of ministerial roles is not exhaustive; the Prime Minister may create additional portfolios as needed, subject to the Lord Protector's approval.

S202: The Prime Minister is the sole leader of the Executive. They cannot transfer the title of Prime Minister to another person during their term.

(a) If the Prime Minister steps down or is otherwise unable to serve, S108 applies.

S203: The Prime Minister is required to send progress updates to the Lord Protector on a regular basis. Reports must include progress from every minister and goals for the following month, and must be submitted as a written document. The Lord Protector may request a report at any time during a Prime Minister's term.

S204: The Executive has the right to create, debate, and vote on legislation inside the State Assembly.

S205: The Executive has the right to request the Lord Protector to declare a state of emergency in times of crisis. The Lord Protector must approve this declaration before it takes effect. During a state of emergency, the Executive has the right to pass legislation directly to the Lord Protector to approve or veto, bypassing the normal voting stage. The Lord Protector may end the state of emergency at any time. The Lord Protector may also independently declare martial law if they deem it necessary.

(a) If legislation passed during a state of emergency is in direct violation of this constitution or the Imperial Federation constitution, the citizenry have the right to petition a federal judge to begin impeachment proceedings against the Prime Minister and/or the Lord Protector.


Article II.b - People's Assembly

S206: The People's Assembly is a state administrative body responsible for onboarding and supporting new citizens. Its duties include housing and equipping Newfriends, teaching server mechanics, ensuring submission of citizen applications to Kraftsborg and the Imperial Federation, and confirming Kraftsborg as their primary residence. The People's Assembly is also responsible for maintaining and repairing public factories and maintaining Newfriend apartments.

(a) The People's Assembly serves as the primary point of contact for citizen complaints and concerns. Members are responsible for monitoring and gathering these complaints and presenting them to the Lord Protector or the Prime Minister as required.

(b) Members of the People's Assembly act as state recruiters and are responsible for maintaining Newfriend infrastructure.

(c) Members of the People's Assembly are considered state workers.

S207: The People's Assembly shall be led and overseen by the Lord Protector.

(a) The Lord Protector is responsible for appointing and dismissing members of the People's Assembly.

(b) The Lord Protector shall manage the activities and direction of the People's Assembly, and may delegate day-to-day responsibilities to appointed members as they see fit.

(c) Members of the People's Assembly may run for elected office and may enter both the Prime Minister election and the State Assembly election.

(d) Members of the People's Assembly may resign at their discretion; replacements shall be appointed by the Lord Protector.


Article II.c - Royal Armed Forces of Kraftsborg

S208: Leadership of the RAFK is delegated to the Minister of Defense by the Lord Protector. The RAFK serves as the Kraftian Military.

S209: The Minister of Defense is separate from the Executive, and the Lord Protector serves as their commanding officer.

(a) The Minister of Defense is appointed directly by the Lord Protector, and can serve as any available role alongside being Minister of Defense.

(b) The Minister of Defense is in charge of creating and maintaining defensive infrastructure, and may work alongside the Minister of Infrastructure, as well as ensuring the Royal Army is equipped and properly trained.

(c) The military should make best efforts to support the efforts of the IF military in all commands and military efforts, including construction of vaults and military infrastructure. The IF Head of Defense is always supreme commander, and may only be overruled by the Lord Protector.


Article II.d - Dukes

S210: The role of the Duke is to run a Kraftian county on behalf of the Lord Protector. Ownership of said counties is not transferred, and remains the property of the Lord Protector. Dukes are appointed by the Lord Protector and can be removed by the Lord Protector at any time.

(a) Dukes are to be viewed as an extension of the Lord Protector; however a Duke's jurisdiction only extends as far as their county's borders.

(b) Unlike the Lord Protector, Dukes cannot disregard legislation and must follow laws passed in the State Assembly.

(c) Dukes are not above the Prime Minister but are there to act on behalf of the state and provide leadership to its people when required.

(d) Dukes are separate from Lords who have achieved their rank through the citizenship progression system.

(e) Dukes may elect Counts or Countesses at the Lord Protector's discretion, to delegate tasks. A maximum of two Counts or Countesses may be appointed per Duke.

(f) Dukes and their chosen Counts or Countesses can be removed from office at any time by the Lord Protector.

(g) Dukes are not eligible to run for Prime Minister.

(h) Dukes may be appointed by the Prime Minister to serve as a minister within the Executive. A Duke serving as a minister retains their seat in the State Assembly.

S211: Each Duke is entitled to one seat in the State Assembly for the duration of their appointment. Duke seats are separate from the elected SA seats and do not count toward the elected SA seat allocation.

S212: Dukes have the right to set up plots in their counties, and any citizen is free to claim them.

(a) Any reserved plots must be clearly labelled with a sign and reserved for a stated reason, such as "future town hall" or "future apartment complex".

S213: Dukes are entitled to Imperial Senator positions at the Lord Protector's discretion per S107.

(a) Selection of a Duke for a Senator position will be decided by the Lord Protector.

(b) Selection will rotate every Senator registration period, which falls just after the Imperial Chancellor elections. A Duke cannot hold the Senator position for two consecutive terms unless all other eligible Dukes unanimously support their continued tenure.

S214: All Dukes are entitled to be in the Royal Council.

S215: Dukes are required to send updates on county progress to the Lord Protector on the seventh day of every month. Reports are to be written to the Lord Protector in a Discord message.


Article III - Elections


Article III.a - Eligibility

S300: All participants in any Kraftsborg election — whether as a candidate or a voter — must satisfy both of the following requirements:

(a) They must be an active primary citizen of Kraftsborg, registered in the Imperial Federation as a primary of Kraftsborg.

(b) They must not be a primary of another nation or state, either within the Imperial Federation, or internationally.

Failure to meet both requirements disqualifies a person from participating in any election in any capacity.


Article III.b - Prime Minister Election

S301: The Prime Minister election is a direct popular vote among all eligible citizens, held in alignment with the Imperial Federation election cycle, occurring every six weeks.

S302: Any eligible citizen may stand as a candidate for Prime Minister, with the exception of sitting Dukes.

S303: The winner of the Prime Minister election — the candidate receiving the most votes — shall become Prime Minister for the term.

S304: The runner-up in the Prime Minister election — the candidate receiving the second most votes — shall be awarded one seat in the State Assembly for the duration of the term. This seat is separate from the elected SA seats described in S310.

(a) If there is a third-place candidate, they do not receive a seat in the State Assembly by virtue of the PM election result.

(b) In the event of a tie for first place, the Lord Protector shall cast the deciding vote.


Article III.c - State Assembly Election

S305: The State Assembly election is a separate popular vote held concurrently with the Prime Minister election, every six weeks in alignment with the Imperial Federation election cycle.

S306: Any eligible citizen may stand as a candidate in the State Assembly election, with the exception of those who are standing as a candidate in the Prime Minister election in the same cycle. A candidate may only enter one of the two elections per cycle.

S307: The number of State Assembly seats available through the SA election is determined by the active population count of the Imperial Federation at the time of the election, as follows:

(a) As a baseline, the top 2 candidates by votes shall always receive a seat.

(b) If the active IF population is above 15, the top 3 candidates shall receive a seat.

(c) If the active IF population is above 20, the top 4 candidates shall receive a seat.

(d) Four elected SA seats is the maximum. The Lord Protector shall confirm the IF population count prior to each election to determine the applicable threshold.

S308: In the event of a tie for the final available seat, the Lord Protector shall cast the deciding vote.


Article III.d - State Assembly Composition

S309: The full composition of the State Assembly shall consist of the following members:

(a) The Prime Minister (elected via PM election).

(b) The PM election runner-up (per S304).

(c) Elected SA members (per S307).

(d) All sitting Dukes (per S211), who hold seats for the duration of their appointment.

S310: Voting weight within the State Assembly is allocated as follows, intended to maintain a balance between the Executive and the broader assembly:

(a) The Prime Minister holds 2 votes.

(b) The PM election runner-up holds 1 vote.

(c) Each elected SA member holds 1 vote.

(d) Each Duke holds 1 vote.

(e) The Lord Protector does not hold a vote in the State Assembly but retains the right to veto any legislation per S105.

The Lord Protector may revise voting weights by constitutional amendment if the composition of the SA becomes unbalanced.


Article IV - The State Assembly

S400: The State Assembly cannot be dissolved by the Lord Protector or by popular vote, except in the case of S104.

S401: The role of the State Assembly is to debate, propose, and pass bills by vote. All seated members of the State Assembly may propose and vote on legislation.

(a) Once a bill has passed the State Assembly voting period, the Prime Minister will bring it before the Lord Protector to approve or veto. If a bill is vetoed, it will return to the State Assembly to be rewritten or scrapped. If rewritten, the bill must be voted on again.

(b) Members of the State Assembly have the right to propose amendments to this constitution, subject to the Lord Protector's approval per S103.

S402: Any seated member of the State Assembly may scrutinise bills, propose amendments, and vote independently. No member is required to vote in alignment with any other member.

S403: The opposition — that is, any SA members who are not the Prime Minister — has the right to move to remove the Prime Minister and their government through democratic means. To do so, a majority of non-PM SA members must unanimously approach the Lord Protector, who will open a vote to all eligible primary citizens on whether to impeach the current government. If said vote passes by majority, a new election will begin immediately. The removed government will not be eligible to stand in the next election cycle. The newly elected government will serve until the next IF election cycle.


Article V - Citizenship Tiers

S500: Citizenship in the Kingdom of Kraftsborg shall be organised into a structured system of tiers, reflecting a citizen's level of participation, contribution, and trust within the state.

S501: The purpose of the tiered citizenship system is to:

(a) Encourage sustained civic participation and contribution,

(b) Provide a clear progression path for citizens,

(c) Distribute responsibility and opportunity across the population, and

(d) Promote the long-term stability and self-sufficiency of the state.

S502: The recognised citizenship tiers of Kraftsborg shall be, in ascending order:

(a) Citizen,

(b) High Citizen,

(c) Noble,

(d) Lord.

Additional appointed ranks, including but not limited to Duke, may exist separately and shall not be considered progression tiers unless explicitly stated.

S503: All new members of Kraftsborg shall enter the state at the rank of Citizen, unless otherwise appointed by the Lord Protector.

S504: Advancement between citizenship tiers shall be based on criteria including, but not limited to:

(a) Length of active participation,

(b) Material or service-based contributions to the state,

(c) Civic engagement, infrastructure development, or administrative service, and

(d) Demonstrated adherence to the laws, norms, and interests of Kraftsborg.

Specific requirements, privileges, and expectations associated with each tier shall be defined and regulated by statute.

S505: Higher citizenship tiers may confer additional rights, privileges, and responsibilities, including but not limited to:

(a) Expanded economic opportunities,

(b) Increased access to state infrastructure or resources,

(c) Eligibility for civic bodies or elections, and

(d) The ability to propose or influence legislation as defined by law.

S506: Citizenship rank shall not remove or diminish the fundamental rights guaranteed under this Constitution unless explicitly stated.

S507: All citizens, regardless of tier, remain subject to the authority of this Constitution, the Lord Protector, and the lawful institutions of the state.


Article VI - Rights of the Citizens

S600: All citizens of Kraftsborg are guaranteed fundamental rights and liberties under the protection of the constitution.

S601: Citizens have the right to fair treatment, justice, and due process in all matters of law.

S602: Citizens have the right to participate in government, vote in elections, and hold public office if they meet the necessary qualifications.

S603: Citizens have the right to freedom of speech, religion, and peaceful assembly, provided such actions do not threaten the peace or stability of Kraftsborg.

S604: Citizens have the right to own property, engage in commerce, and enjoy the fruits of their labour.
