Community Business Grant Act
Purpose
To establish a framework by which citizens and residents of Kraftsborg may apply for financial grants to develop or expand legitimate businesses within the Kingdom.
This Act seeks to promote economic activity, encourage citizen enterprise, and strengthen the national economy through a collaborative process between the People’s Assembly and the Ministry of Economy.
Section 1. Oversight and Authority
- The People’s Assembly shall administer the Community Business Grant Program (hereafter “the Program”) on behalf of the State.
- The Minister of Economy retains final authority to approve or deny grant requests and to release funds through the State Treasury.
- The Talsmand shall act as intermediary between the People’s Assembly and the Executive, ensuring that only credible, beneficial, and well-documented applications are submitted for review.
- If a proposal is rejected by the Talsmand, it can still be petitioned to the Prime Minister if they think the reason for rejection was unfair or biased.
- The Program shall remain non-political in nature and exist solely to encourage lawful and constructive economic activity within Kraftsborg.
Section 2. Eligibility
- Applicants must:
- Be primary citizens of Kraftsborg or verified residents who maintain their main base of operations within the Kingdom.
- Present a clear and feasible business plan that contributes to Kraftsborg’s economy, culture, or infrastructure.
- Be in good standing with the State, holding no outstanding disciplinary or financial penalties.
- Foreign traders may apply only if their business demonstrably benefits Kraftsborg’s citizens or trade network.
- Members of the Executive or People’s Assembly may not apply for grants while serving in office.
- State contracts are different to State grants and shall be covered by a future bill.
Section 3. Application Process
- Applicants shall submit a Grant Application to the People’s Assembly detailing:
- The nature and purpose of the business.
- The amount of funding requested (in diamonds or equivalent).
- How the project benefits the public or supports the Kraftian economy.
- The People’s Assembly shall review and deliberate upon all applications.
- The Talsmand shall compile the approved applications and forward them to the Minister of Economy with a formal funding request.
- The Minister of Economy shall review each submission, approve or reject funding, and release approved funds from the State Treasury or designated Civic Fund.
- The Minister’s decision shall be final.
Section 4. Use of Funds
- Recipients of grants are required to maintain a Grant Ledger, recording:
- Each expenditure made with grant funds.
- The date and purpose of each transaction.
- The remaining balance of unused funds.
- The Grant Ledger must be submitted to the Talsmand and Minister of Economy upon completion of the project, or at any time upon official request.
- Grants may be used solely for:
- Construction, improvement, or restocking of shops and production facilities.
- Acquisition of materials necessary to establish or sustain a business.
- Hiring or compensating workers for public-benefit projects.
- Funds may not be used for:
- Personal luxury or private residences.
- Non-economic ventures or speculative investments.
- Political campaigning or partisan activity.
- Misuse of grant funds may result in immediate repayment to the Treasury and loss of eligibility for future grants.
Section 5. Accountability and Reporting
- The Talsmand shall maintain a Public Grant Docket, recording:
- Applicant name and business.
- Amount requested and approved.
- Date of submission and result.
- The Minister of Economy shall include a summary of the Program’s expenditures and outcomes in the fortnightly or monthly Treasury Report to the Lord Protector.
- The People’s Assembly shall periodically review the success and activity of funded enterprises and may recommend further assistance or withdrawal of support where necessary.
Section 6. Funding and Continuity
- Grants shall be funded through allocations from the State Treasury as determined by the Minister of Economy.
- The Treasury may designate a specific pool of resources, hereafter known as the Civic Fund, for these purposes.
- The Civic Fund shall not be used for any purpose other than those outlined in this Act without explicit consent from the Lord Protector and the Prime Minister.
Section 7. Review and Amendment
- The People’s Assembly and the Ministry of Economy shall jointly review the effectiveness of this Program every three months.
- Amendments to this Act require a simple majority vote in the State Assembly upon consultation with the Prime Minister and the Minister of Economy.
