Kraftsborg State Reform Act

Preamble
The State of Kraftsborg has experienced periods of reduced activity and over-reliance on the personal availability and contributions of a single leader.
This Act is introduced to stabilise, revitalise, and future-proof the state by distributing responsibility, encouraging citizen participation, and formalising governance structures that ensure continuity and resilience.

Section I — Purpose
This Act seeks to:
- Increase long-term player engagement and retention
- Clarify citizenship progression and rewards
- Reform executive and legislative governance
- Strengthen civic institutions and public service
- Ensure sustainable growth and continuity of leadership
Section II — Citizenship Ranks
1. Citizen
Upon joining Kraftsborg, a player shall be granted the rank of Citizen.
Rights and Provisions:
- Assigned an apartment within a state county
- Access to onboarding support and guidance
- Opportunity to familiarise themselves with state infrastructure and norms
2. High Citizen
Progression Requirements:
- Minimum of seven (7) days of active playtime
- Contribution of sixty-four (64) diamonds to the state treasury or equivalent material contributions to public projects
Privileges:
- Eligibility to claim residential plots
- Increased access to state factories
- Permission to establish shops
- Voting rights in Talsmand elections
3. Noble
Progression Requirements:
- Minimum of twenty-four (24) days of active playtime
- Contribution of one hundred twenty-eight (128) diamonds or significant public service or infrastructure contributions
Privileges:
- Access to higher-tier factories
- Larger land and commercial plots
- Improved equipment and armour
- Eligibility for state economic assistance
4. Lord
Progression Requirements:
- Minimum of forty-eight (48) days of active playtime
- Contribution of two hundred fifty-six (256) diamonds or exceptional national service
Privileges:
- Authority to propose legislation to the State Assembly
- Highest non-appointed civic rank
- Priority access to state resources for major projects
Holders of this rank remain eligible to run for elected office.
5. County Lord
County Lords shall be appointed by the Lord Protector in recognition of exceptional service and trust.
Authority and Restrictions:
- Governance of a designated county or region
- Responsibility for land management and infrastructure
- Ineligible to hold elected office, except Minister of Defence
Section III — Executive Government
Prime Ministerial Elections
- A Prime Minister shall be elected every six (6) weeks
- All Citizens may vote and stand as candidates
- Elections shall coincide with Imperial Federation elections
Ministerial Appointments
Upon election, the Prime Minister shall appoint:
- Minister of Infrastructure
- Minister of Economy
- Minister of Culture
Appointments take effect immediately upon confirmation.
Opposition Designation
- Second-place candidate: First Opposition
- Third-place candidate: Second Opposition
These roles constitute the formal opposition within the State Assembly.
Section IV — State Assembly Voting Structure
Votes within the State Assembly shall be weighted as follows:
- Prime Minister — 3 Votes
- Minister of Infrastructure — 1 Vote
- Minister of Economy — 1 Vote
- Minister of Culture — 1 Vote
- First Opposition — 3 Votes
- Second Opposition — 1 Vote
- Talsmand — 2 Votes
This structure balances executive authority, opposition oversight, and civic representation.
Section V — People’s Assembly
Role and Purpose
The People’s Assembly is a non-partisan civic body responsible for public service, infrastructure maintenance, and citizen representation.
The Talsmand
- Elected every six (6) weeks
- Chosen by High Citizens and above
- Serves as head and representative of the People’s Assembly
Membership Eligibility
Citizens of High Citizen rank or above may join by:
- Sponsorship from an existing member
- Appointment by the Lord Protector
- Endorsement by three (3) Lords
Responsibilities
The People’s Assembly shall be responsible for:
- Recruiting and onboarding new citizens
- Operating and maintaining public factories
- Addressing citizen concerns
- Constructing and maintaining public housing
- Acting as liaison between citizens and government
Section VI — Enactment
This Act shall take effect immediately upon ratification and shall supersede any prior statutes inconsistent with its provisions.
